Why it failed
The v1 model's permanent job count was 1,400 (824 direct × a 1.7 multiplier). 2,800 is twice that, or about its 1,360 peak construction jobs plus its 1,400 permanent jobs; we cannot show which, so we treat it as unsupported. The 1,400 rested on 300 plant jobs (20 plants × 15) that were an unsourced assumption; one sheet counted 700 and another added the 80 transport jobs twice (780).
