Why it failed
On the model's own inputs, £940m of capital at its 4.5% bond rate costs £42m a year in interest alone, against £27m of revenue and savings it reported. With its unit error fixed, revenue is about £35m and the result is still about £30m a year short before any principal is repaid. The model has no bond term and no repayment. Its £294m 'annual value swing' adds tax, benefit savings and tourism that do not flow to Welsh Water.
